You might want to have a look at phplist. (http://www.phplist.com/) – although I have to warn you once you have a larger list self hosting brings a lot of work with it.
You will have to take care of SPF, Sender ID and DomainKeys/DKIM to get your mails through, you have to deal with spam complaints and you will regularly have to write to ISPs that are blocking your mails because they do not know your web server. I did that for a while but it was just too much of a hassle and that made me switch to aweber.com. If you take the worth of your own time into account you will hardly be able to do all that for only $19 per month, which is the starting price at aweber….

I agree, there’s a lot of work involved. It’s worth paying for the aweber service if you have a large list.
